Why this system did not go into woody?

Unfortunately this system could not make its way into woody, because it implied changes in Policy, as well as a new 'Standard' package dictionaries-common. However, at the time this system was ready, Standard was already frozen for woody, as well as Policy.

Why not? This policy is already official in Debian.

Is pspell-ispell support included?

No longer, this support has been removed by upstream aspell.

Is aspell support included?

Only relative to the emacs use. There is no need for more coordination now once pspell-ispell is no longer in aspell.
