Unfortunately this system could not make its way into woody, because it implied changes in Policy, as well as a new 'Standard' package dictionaries-common. However, at the time this system was ready, Standard was already frozen for woody, as well as Policy.

Package uploads to the staging area as well as cvs commits are notified to this mailing list.Why not? This policy is already official in Debian.
No longer, this support has been removed by upstream aspell.
Only relative to the emacs use. There is no need for more coordination now once pspell-ispell is no longer in aspell.
